A former mayor files in Goddard, and Haysville will have a race for mayor

A few candidates have already filed for the November 2021 local elections, which will include city races and seats on local boards of education.
The early filings show there will be a battle for the Haysville mayoral seat, and a former Goddard mayor who found himself in legal trouble wants back on the city council.
Mid-April is considered to be early in the election process for local seats. The filing deadline is noon Tuesday, June 1, and many of the filings will take place in the final days and weeks before the deadline.
Current Haysville City Council member Russ Kessler and former city employee Rose Corby have both filed to be mayor. Kessler most recently won re-election to the city council in 2019. He lost the mayoral race to current Mayor Bruce Armstrong in 2017 by 19 votes, 400-381. Corby originally joined the city as the code enforcement officer, and after a little more than a year became the planning and zoning administrator, floodplain administrator and historic liason.
Blubaugh is the first Goddard City Council candidate to file for the 2021 ballot. On Monday, he received diversion for his role in counterfeiting tickets to the 2019 Zoobilee fundraiser for the Sedgwick County Zoo (see related story, Page A1).
Pat Ewert has filed for another term representing Ward 3 on the Haysville City Council.
There have been three local board of education filings. David M. Kahmann in Haysville and Ruth A. Wood in Goddard have filed for at-large seats. Wood is an incumbent, while Kahmann would be a new face on the USD 261 BOE. Julie Ann Koon of Garden Plain has filed for the unexpired term of the lone at-large position on the Renwick Board of Education.
